You have to take the whole picture - a TOW HMMWV is different from a TOW jeep, and a Kübelwagen is even less capable than a jeep. And the next two will be even more difficult with MVDS: a SAM TELAR and a SRBM TEL. I thought that was suitably evil for 666, even if a CHEM warhead is prohibitively expensive.
