Series premise: Torchwood is a field unit combined with "think tank" set in the "Doctor Who" universe. They are based in Cardiff, Wales, UK where there is an unstable dimensional rift so that alien things slip through frequently. The Torchwood people deal with the results and study the slip-throughs to arm the human race. The most stealable idea was the recent episode "Countrycide" Setup: People have been going missing in a mostly deserted area of the countryside. The only known commonality is that they were traveling the minor thouroghfare that crosses the area from Cardiff to somewhere else. Every decade, for a period of at least 17 months, the villagers capture and slaughter (for food) those travelers who will least likely be missed.
