The idea is that the cat form is completely in control of the character, and that she's using it as a tool to spy - in my books that's an advantage - albeit a minor one. I might charge her a 0 cost and allow her a second form - basically a larger cat - which I conviently have the stats for from the shapeshifters book.
If she is completely in control, that is, she has her full intelligence and memories, the cat form will cost considerably more than that listed in the Bestiary, due to higher IQ and lack of most mental disads, and a possible reduction in physical or social ones as well.
