There are provisions for educational use, yes.  However, the rules
aren't codified in statute, for the most part.  The various "fair use"
clauses are defenses, not statutory protection.  In other words, the
copyright holder sues you, and you have to convince a court that you
didn't, in fact, violate copyright.
