If you say that the character can use only either one or the other at
any given time, you can make them Alternate Powers, which means that the
cheaper one costs only 20%. That makes for a cost of 23 + 12*20% = 23 +
3 = 26 cp. The 80% discount works also for any other power you come up
with, provided that (1) it cannot be used at the same time as the other
powers and (2) it does not cost more than 23 cp.
