Okay, some quick checking on the internet gives me a muscle density of 1.06, a fat density of 0.9, and a lung volume of around 6L. I was unable to find particularly accurate numbers for the density of bone, but it appears to be in the vicinity of 2, and thus roughly offsets the effects of lung volume.

Bone has density 1.8.

To the OP: I think it's correct that people are around density 1.0. Less so with a lungful of air, true. But a drowned body can sink quite nicely; after all, police and rescue units often drag water beds to locate drowning victims.
