Remember: any resource that is controlled by a governmental or
non-profit organization will be driven more by politics(internal or
external) than by the needs of the customers.

Regulations that limit the price for basic staples will only limit how
much is available of those staples.

If you want there to be an abundance of resources available, just make
sure that there is a low barrier to entry into whatever market you are
looking at, and free-enterprise will ensure that any resource is
available and reliable.

Just make sure that there are no monopolies and it is easy to change
providers, everything else will take care of itself.

I personally would find it very frightening to be reliant on the
Government for the very air I breathe.

On the other hand, if you want a totalitarian regime, then those would
be very effective controls on the population(In Total Recall, remember
how they decided to put down the rebellion against the Corp by just
turning off the air?  You want to give that authority to a petty
bureaucrat with an unknown agenda?)
