Well, if you have steam-punk technology, why not just have a
flame under/around a sealed sphere full of water? The
intensity and size of the eventual explosion would depend on
the size and thickness of the shell, just don't expect them
to go off at a moment's notice...
Too random and of limited directionality for demolition use.
I'm pretty sure explosive demolitions predates discovery of the Monroe
Effect.
Higher sophistication explosive materials & techniques would primarily make
it cheaper, safer, & more reliable... (IMHO)
