Is is strictly "skyclad" or just naked, btw? There are obviously many
more opportunities for private nudity than baring it all under the open sky.
I'd base the Accessibility on the mechanical limitations of getting
naked and recovering clothes after, then handle the social aspect with a
separate social disad, like OPH or Reputation. This will also let you
take care of different societies as Enemies (Those Offended By Nudity)
with a frequency of appearance.
