The original question wasn't about the realism of the social 
system, it was about organizations for that society. Much of 
this depends on the other background, but it might help:

* The "Expat Association" of Junction citizens who use their 
  dividends to live very well in less affluent states, where
  the prices for housing, food, etc. are lower. 

  The Association would provide general advice how to handle
  this, specific help for dues-paying members (e.g. dealing 
  with the dividend office), and lobby work to make this 
  lifestyle easier, like relaxing the requirements for 
  proof-of-life.

* "Shareholder Investigators", either freelance or part of a
  company, who will try to identify or find the owners or 
  heirs shares faster than the official dividend office, 
  e.g. before major votes or before somebody is declared 
  dead, or to find a missing heir. They might work for a 
  percentage of the find ("You are a heir of six shares. 
  I'll tell you the specifics for 10%.") or other 
  interested parties ("Uncle Joe said he had a son in 
  Alpha Crucis.") who front the money for their reasons.

* Various "Minor Shareholders' Unions", working much like 
  political parties (perhaps even at cross purposes), to
  protect the interests of single-share-citizens. Can 
  citizens give a proxy for their vote to somebody?

* Schemes where would-be immigrants pool their resources to 
  buy shares. The idea is that ten guys get together and 
  buy a share for one of them, the dividend and saved life 
  support fees for one of them are used to buy a second 
  share some time later, then two dividends are saved and 
  it snowballs until the "Immigration Savings Plan" ends
  with everyone a resident. 

  That would be a real long-term effort, and depending on 
  the legal structure it would be a real mess if the plan
  broke down partway. (Ten guys agreed to buy ten shares
  and to divide them equally, but a few decades later 
  there are only three shares for the eight surviving 
  members, one of whom is late with the annual payment,
  and there are six heirs of the two dead members ...)

  Ethnic organized crime could raise an ugly head here.
