The guidelines for Hobby Skill state that IQ-based is primarily for
trivia skills; candlemaking requires more in the way of a steady hand
than memorisation of trivia; this fits in with things like Sewing and
Leatherworking being DX-based, or Hobby Skill (Origami) or
(Needlepoint).
I'd only suggest Hobby Skill for a small, one-man hobby operation,
like some of the candle-makers you'll see at a Renfaire — overseeing
automated mass production of candles would be unskilled labour, and
you'd use Professional Skill (Chandler) for the semi-mass-produced
'handmade' candles you see at botique stores.
