The guidelines for Hobby Skill state that IQ-based is primarily for trivia skills; candlemaking requires more in the way of a steady hand than memorisation of trivia; this fits in with things like Sewing and Leatherworking being DX-based, or Hobby Skill (Origami) or (Needlepoint).
