There are undocumented assumptions on that spreadsheet (specifically, the "powerstone enchant" cost of $48 assumes a one-college powerstone done on cheap materials), but in general:
Page 2 (NoQuirk) is the price of cheap one-college powerstones, where stones are discarded after quirking. If you want cheap general purpose stones, multiply by 5/3 (actually, I updated the sheet for general purpose stones; I think the exported version will update automatically) Page 3 (UseQuirk) assumes that quirked stones are continued to enchant and are sold at a discount based on the Quirk Price Modifier, and is again the price for cheap stones. Note that neither number is precisely realistic -- for small stones, it's likely that quirked stones are neither discarded nor enchanted further, they're just sold as-is, and for large stones you'll probably enchant them up to the nearest size that will sell conveniently. It's also questionable whether the QPM should actually be a percentage, a quirk that requires, say, $1/day in maintenance, won't cut more than $5,000 off of the price of a stone. Page 4 (Gemstones) assumes that quirked stones are enchanted up (with all assumptions as per UseQuirk). This is completely pointless for stones larger than 2 points, as gemstones are equal price at 2 points and more expensive for 3 point or larger stones. Page 5 calculates cost to throw an enchantment, based on the prices of unquirked stones from the UseQuirk page. Arguably I should use the mean price instead, but that would require defining an additional cost for quirk management.
