In the WWII line (specifically), winch capacity is

Could this item be stowed as cargo so one per mission could
carry one and it be used on whichever vehicle needed it?
A winch needs to be mounted fairly securely, so I don't think it
could just be popped in out. The 'modular' option might allow this.
In real life, which isn't gurps vehicles, there are ways to do this
with modern electric winches. It's generally more of a pain than it's
worth. (modern electric winches turn out to be impossible to do in
gv3e, which is different problem. ). A fixed winch, even one in the
wrong place can usually be rigged to provide a useful tug.
Miltaries usually solve the problem by euhrr a specialized recovery
vehicle, or mounting winches on a portion of a type, or with enlisted
men with shovels and ropes and hand tools.
It's also worth pointing out that if you're willing to trade time for
speed, you can use blocks to multply uore pulling power. I've pullled
a 13 ton vehicle with a winch with a 1000 lb capacity. (and really
limited to that with a shear pin). It took an incredible amount of
rope, and six blocks. (and were pulling over grass so I didn't need to
pull the truck's whole dead weight. ). But we did it.
