In a role or war gaming situation, what would be the most vicious enemy/adversary in fiction/gaming/tv/movies?

Name, description, origin and what makes it so vicious, and stats for it, if known.

The most vicious enemy is tailored to who you are, so no general response is possible.It helps if he is specifically after you personally, as in the case of the jilted ex mentioned above. But at least he must be personally after a specific category you belong to. Just to stay with the quintessentially vicious, the nazis (and no, mentioning Hitler has nothing to do with Godwin's law; that was about making an unwarranted comparison with Hitler, while in this case it _is_ warranted to discuss Hitler and his goons), you have plenty of scope:

- if you are a Soviet sniper in Stalingrad, the most vicious enemy is of course a skilled German sniper who is specifically brought in to hunt you (Oberst König, Enemy at the Gates); - if you are a Jew in hiding, the most vicious enemy is of course a Jew hunter (Hans Landa, Inglorious Basterds); - if you are a US grunt about to be captured in operation Wacht am Rhein, the most vicious enemy is of course a German officer determined to implement his take-no-prisoners orders (Joachim Peiper, no fiction involved here); - if you are a black fighter pilot in a POW camp, the most vicious enemy is of course a Luftwaffe intelligence officer who bears a personal grudge against allied pilots and believes in the racial hogwash (I forget the name, but you'll find him in Hart's War; the book, much better than the movie).

As you can see, these enemies don't appear out of nowhere to strike impersonally. Such an enemy might well kill you, but in a businesslike way, nothing personal. So he's not perceived as vicious. These enemies also don't play by the rules; no settlement is possible with them; no limited defeat by them is possible;
