Depends on the setting. First missions will be armed just as much as
normal civilian ships are. If they run into trouble, future missions may
tool up - or get a military escort.

First wave sublight, second wave FTL, is quite a common approach.

Any hyperdrive system that loses _lots_ of ships isn't going to be worth
