There's also the Warhammer 40.000 explanation, which would allow you
to make this at a higher tech level. A lot of the human tanks and such
in that setting look a lot like construction or agricultural vehicles,
to the point that "bulldozer blade" is a common accessory. The reason
for this is that they originally were construction and agricultural
vehicles! Their designs have been extracted from ancient ultra-tech
blueprint databases sent along with colonists in better, more
enlightened times. To make it easier for them to bootstrap those
colonies, these designs were made to be very adaptable and easy to
build even with a poor technological base.

And now, thousands of years later, the decaying and superstitious
Imperium of Man has to use weaponized bulldozers as the bulk of its
tank force because it has neither the technical expertise nor the
access to an uncorrupted database that would be required to extract
actual tank blueprints.
