I would expect a serious loss of efficiency.

Way too advanced. A 4,000-ton cat at TL5 is hard to justify.

Sounds like a first-rate ship of the line, plus extra 
size for the dragons. 

I haven't read the books, so a TL5 ironclad, steam-powered
flattop keeps getting into my mind. 

Or an iron-framed, wooden-hulled sailing ship, to get the 
necessary payload.
