Not mad, just using unconventional names. * Surely you don't mean dive-capable airships. (Maybe there could be a dive-capable blimp with a retractable gasbag.) So we're talking about a big, cigar-shaped, underwater vehicle. * When it surfaces, it refills air tanks. Sounds a bit like a non-nuclear sub. * Burning air is a bit iffy. You use the oxygen in the air to burn fuel, perhaps hydrocarbons. Hydrogen would be another option. When it runs submerged, the tanks are used.
