Weight isn't the problem. According to the VE96 rules, you need 
2 square feet of wing surface to get 1 square foot of solar cell
area. Basically, one side of the wing can be covered, the other 
side is lost. 

That means you get less than 0.02 kW per sf of total surface 
area at TL8, less than 0.04 kW at TL9. You have to recharge the
batteries for the night during the day, so only half the power
is actually available, less in northern winters. 

With ducted fans, 0.01 kW produce 0.04 lbs. of thrust. Even 
with radical streamlining, not enough for an aerial carrier.
