No way. I don't understand why people keep raising this idea. The
density of a heavier-than-air aircraft is 5 to 50 lbs. per cf. A
lighter-than-air craft is more like 0.05 lbs. per cf. Mixing the 
two concepts gets you the worst of both worlds.

If the vehicle has fusion power, why 'store' it as hydrogen? The 
electrolysis and subsequent oxidation of the hydrogen will be 
less than 100% efficient. Better use the fusion power directly. 

You could have a hydrogen-filled airship which burns a little bit 
of hydrogen in addition to a hydrocarbon fuel to balance buoyancy.
That doesn't even require a very high TL.
