No way. I don't understand why people keep raising this idea. The density of a heavier-than-air aircraft is 5 to 50 lbs. per cf. A lighter-than-air craft is more like 0.05 lbs. per cf. You could have a hydrogen-filled airship which burns a little bit of hydrogen in addition to a hydrocarbon fuel to balance buoyancy. That doesn't even require a very high TL.
