However, I wonder why the original civilization does not seem to be worried about these small evil tyrants. If they do not feel any ethical obligation, they should at least be afraid of the tyrants developing more advanced weaponry. Or, at least, if I were one of the members of that civilization, I would. I mean, civilized countries in our actual history were reasonably worried about, say, slavers, once slavery began declining; or about piracy. They did not do everything that was in their power to suppress those phenomena, that's true - but the slavers and pirates weren't developing armored warships, torpedoes, aircraft and automatic weapons.
