I wonder what the rules are, and what actually happens in practice?

For example, in real life I expect that the US would object if a Russian ELINT ship parked itself in New York harbor, even if it had valid papers. Although I am not certain what form the objection would take. A faked customs violation? Some other form of red tape which would result in impounding the ship?

Much like how a police officer can get away with knocking out a tail light, then citing the driver for driving without a tail light.
