the rules in Vehicles give a speed limit for rotary wings (VE135). VE34
clarifies that this applies to tiltrotors in helicopter mode. VXii8
introduces x-wing stopped and clarifies that the limit applies. The RAW
are clear -- helicopters are limited to 300 mph. VXi23 clarifies that
many fuel consumption figures in VE are reduced to reflect average
consumption. W148 has a table on fuel consumption and speed which is
more detailed, but consistent with VXi. The speed at lower power levels
is a percentage of the top speed.
Now the question -- when the speed at lower power is calculated, should
I apply first the percentage and then the cap or first the cap and then
the percentage? The former seems to be indicated by the rules, the
latter seems more logical.
The answer matters for heavy helicopers. The power to weight ratio which
is necessary for vertical takeoff allows 300 mph with little or no
streamlining. If the percentage comes first, better streamlining would
at least improve the routine/travel speed.
