Hi,

I believe there is no way to do it with gvSIG. It seems to check which versions 
are supported by the service and selects automatically the highest one. I would 
suggest making a feature request for making it possible to use some lower 
version. I am pretty sure we will have problems with WMS 1.3.0 and axis order 
for some time. Meanwhile you can use for example OpenJUMP, it seems to read 
that Polish service fine with WMS 1.1.1.

Kosmo (http://opengis.es) is also using the highest WMS version but cannot 
handle axis order correctly so it suffers to same problem as gvSIG. I would 
guess the QGis would be OK but can't test is right now.
