If you're talking about making an MP3 file smaller then I think you want to convert it to a lower bit rate. It's already compressed. Other formats do a better job of compression, but you run the risk of introducing some audio artifacts if you convert from one compressed format to another. You can use Switch Audio Converter from http://www.nch.com.au/switch/index.html to convert to a lower bit rate. Remember that by doing this, you'll be giving up some audio quality, but depending on the audio that you're talking about and what you're using it for, this may not be noticeable.
