Hi. Punctuations are local. They have never been global regardless of
7.0. There is a script on script central which makes a keyboard hot key
toggle them all on or off however. Also, the AT sign is not part of the
math punctuation so that is why you are experiencing that behavior. The
AT sign is part of the miscellaneous ones. I don't know why the slash
symbol is not getting read to you. I just typed an AT sign and a slash
symbol on a line by themselves and turned on math punctuation. The slash
was the only one which read for me as expected.
