Further to this the only package you really need download is this.
Install packages 3.2.
This package should really really really be included with window eyes.  It
is under the lgpl so there should be no issue about including it as the lgpl
allows for distribution buy anyone.

When you download a wepm package, just place it where you normally place 
downloads of any kinds. As long as you know where that location is, you 
can browse to it from the add/remove scripts dialog box. To make it even 
easier, you can press enter on the wepm file itself regardless of the 
location and the add/remove dialog box for the package will come up.
