You can set punctuation the easy way or the hard way (grin). From the Screen Menu, go to Punctuation. Setting Math to on will give you the percent sign. Turning numbers on will give you the dollar sign. If turning Math on gives you more than you want, you'll have to put the percent item into the math dictionary and set math to dictionary only.
I have become a big fan of Jamal's Toggle punctuation script. With a quick key press (Insert and grave accent) you can switch from no punctuation to full punctuation.
