This IE problem for me seems to be the result of a broken track mouse with focus problem. Once I turned off track mouse with focus, the problem went away. I never set ie to read the entire page at first so I don't know about that, but be sure track mouse with focus is turned off. I verified this with xp pro sp3 and vista home basic sp1.
