Hey, Craig. Upgrading at this time might be a bit pricey for your friend. I know that IE 7 is very anal retentive about downloads and activex stuff. I don't know if 5.5 was out at the time, but Window-Eyes's suspend flash, refresh, etcetera feature might be blocking the process. Here is what I'd recommend your friend try.
Before pressing Enter on the download link, rotor the suspend refresh rotor, Alt-Shift-M, to the suspend off setting. If that doesn't work, he could always do this. When he expects the Open Save Cancel dialog to appear, press Control-backslash to open the WE control panel, then press Alt-F4, Enter to close WE. Press Windows D to get to the Desktop, then press Control-Alt-W to reload WE. Alt-tab to the dialog and see if it can be accessed now.
