Hello John. if you want to scroll the browser window, turn off Browse mode with control-shift-a. Now you can page up or page down and the actual visual window will scroll. I sometimes have to do this when I am visiting Audible and want to listen to a sample of a book.

I can see text with the mouse keys but that only shows part of the window as I don't know how to scroll the window with mouse keys.
