Improving typing speed - yes, I believe it's called practice (grin). One of the criticisms of learn to type programs is that they emphasise speed rather than rhythm and accuracy. But teachers tell me they don't have time to supervise the learning of keyboarding, so programs are important.
I haven't used it, but Talking Typing Teacher from www.marvelsoft.com sounds encouraging.
