I had the same problem.
I was using Firefox 3 and I saved the file to my desktop.
When I switched to Internet Explorer and used the open file instead of save file to download the upgrade it worked fine.
So you might want to try that also.

Also the size of the file should be roughly 16MB and if quite smaller as
Arron suggested, download again.
