First, control-shift-k is a browse mode command so make sure you are in
browse mode when you press it as it won't work out of browse mode. If
you are in browse mode when you press it then you should go into the
browse mode hotkeys and verify the Placemarker Dialog hotkey is set to
control-shift-k.
