Hello. First make sure that the toolbars are visible that you want to use. Once you do this press the alternate key this will place you on the menu bar, start pressing tab and this will move you from toolbar to toolbar. Once you are located on the toolbar that you need to use you can use left and right arrow keys to move from button to button across the toolbar.
If you let us know what you need to do on the toolbar someone might could tell you how to do it in the menus which may be quicker for keyboard users.
