I think that DecTalk and Eloquence are both rather small in memory footprint
and processor utilization, especially compared to the modern, more
human-sounding concatenative synthesizers like Natural Voices, VoiceText,
etc.  Eloquence stability improved when GW took SAPI 4 out of its driver
chain.  If I was having problems, I would be looking at audio drivers,
simultaneous processes like web browsing, etc.  In my experience on this 2
GHz processor, Windows XP, 1 GB of RAM and internal sound chip, DecTalk and
the new Eloquence are comparable.  I have only had Eloquence break up a
couple of times during the beta cycle, and a couple of unexplained crashes
while using the beta versions.  No crashes yet with Version 7, but I have
only run it for a couple of hours so far.
