Hi. If you want to change verbosity for one set file only, Press control-\ while Eudora is open and focused. Window-Eyes will show active eudora.000. Press alt-l then down arrow to global settings. Press enter. Choose voice and press enter.

Now when you make verbosity changes while the eudora.000 set file is active, the verbosity will only be applied to the eudora set file.
