Considering the fact you are not being clear on what situations you are referring to how can we no witch one addresses the situation you are talking about. Every error that is fixed deals with loss of speech considering the fact that if window-eyes is not running it is not speaking. There was an error that was fixed with a loss of speech going in and out of brows mode quickly. If you are speaking of the loss of speech caused by windows itself and non responding programs I don't think that has been fixed. You should know though every screen reader has this problem.
