I'll give that a try, I don't have to do anything at all to reproduce this
error, just have skype running and the skype script loaded

Hi ok how do we reproduce this error?

Could you please delete the skype.ini file from your profile folder and let
us know if your error goes away?

Every time you upgrade Window-Eyes, you need to allow Window-Eyes to
communicate with the Skype API.

The following is taken directly from the Skype scripts help.

The Skype script requires the Skype Extras Manager to be installed for
access to Skypes COM interface (for communicating directly with skype about
events like sign ins and such). You can install the Skype Extras Manager during
the Skype install. When the script attempts to communicate with Skype, skype
will pop up an alert indicating that wecom.exe (if you're running under Windows
Vista) needs to be allowed, or that wineyes.exe (if you're running under XP)
needs to be allowed. You can control whether or not these options are allowed
access to the Skype COM interface using the Skype Tools -> Options -> Advanced
dialog. Hope this helps.
