Generally the announcement of filenames when they are open has to do with
the application title.
So disabling the reading of the application title should do what you wish
it of course will disable reading of titles, however.
Also, I fail to understand why you would wish to do this.

Subject: Unwanted file name announcements

Hello list,

I am running xpsp3 and w//e 7.01.

My question has to do with opening or activating files, such as text
documents or mp3 files. When I was running w/e 6.1 and I pressed the enter
key to open a text file or play an mp3 file, the file would open or play
without announcing the file name. Now with w/e 7.01 the file name is always
announced when I open a text file or mp3 file. How can I turn off this file
name announcement? I've looked through the verbosity dialog but can't seem
to find the appropriate option to modify.

Thanks,

Tony.
