Actually that command is
Shift-control-a.  
The actual entry for it found in the default.txt file reads as follows.
MSAA_Application_Mode_Toggle = Control-Shift-a
I hope this information is useful.

To maximize IE7 alt tab to the program window.
If you don't get browse mode switching on automatically press shift 
tab to go backwards through the various controls in ie7 main 
application window.
The last control before the browse window is the address field where 
you'll hear a web address starting with http://
Press shift tab once more to reach the browse window where your web 
page is displayed.

Once you're there try switching on browse mode manually, that is, if 
window eyes doesn't do it for you automatically.
The default window eyes hotkey for turning on browse mode is alt control a.
