turn on mouse tracking so the mouse will follow the messages. then use the
previous mouse clip keys to move the mouse to the left to the graphic to the
left of the message. then press control shift e to open the msoe graphic
dictionary and give it a description. use the save all graphic dictionaries to
make sure the right dictionary has been saved.

please note:
i have had this problem with w e 6.1 and 7.01 with bothe xp and vista.
gw can not duplate this problem.
try reloading outlook express first. i have had w e randomly unloading the
msoe.gra graphic dictionaryy all the time. usually after sending a message or
when i have o e and i e 7 loaded at the same time and alt tab between the two
programs. when the read, unread, forward etc. stop reading i can go to the w e
files pul down and the active files list and the msoe.gra file will not be in
the list. it has unloaded itself. if i unload and reload o e the graphics will
speak again because the msoe.gra file will be loaded again.
