Ok well this question is sort of hard to answer.  Mainly because you have
not provided us with enough information.  To answer a question like this we
really need to know what operating system is being used.

Based on this message I am  going to assume that you are using vista.

So turn on  UAC then window-eyes should  start when you boot.
