Hello Dave. using the menus of Window-Eyes, do the following.
1. Press alt-s, then t to open the tone setting for the screen voice.
Use the left/right arrow until you reach the desired voice then press enter.
2. Press alt-k, then t to open the tone setting for the keyboard voice.
Use the left/right arrow until you reach the desired voice then press enter.
3. Press alt-s, then r to open the rate setting for the screen voice.
Use the left/right arrow until you reach the desired rate then press enter.
4. Press alt-f, then s, then enter to save all your settings.

I know I have to go to the control panel, but after that I am not sure
