if you meain like the descriptions when on the desktop you could turn off
tool tips in the w e general menu.
the other way is to go to computer then press alt to open the pull down
menu, go to tools and folder options. go to the view control tab and find
pop up descriptions and turn it off. it is near the bottom of the list.

I have been trying to make changes in the folder options but no luck so far.
For example, I am not able to turn off pop up descriptions. None of the
options don't seem to be possible to toggle.
