This is the default sound in Windows. Note that WE only plays this sound it doesn't have a specific sound assigned for these beeps so it sounds like this sound might not always be working in your case.

The decaccess window-eyes speech output works just fine, as do other sounds such as windows shutdown sound.
The only way I have found to correct this is to restart windows.
Restarting window-eyes does not seem to help.
