It apparently is. I downloaded it last night, and had to use my present user validation codes in order to proceed with the download. I also upgraded to version 3 in the same way. Remember that NOD32 is above all a subscription based program, so one might have to pay for it if you should let the subscription expire, but I think it is made abundantly clear that it is free for the taking by a subscribed user.
