Hi all,
 
Here are some cures for various problems with viewing .chm (compiled
html help) files from the MS web site.
 
First, if you download a .chm file and left it in the "temporary
internet files" directory when you tried to open it; this is a known
problem (this happens if you simply try to choose "open" from a web site
rather than "save").  Just place the file in some more ordinary
directory to solve this issue.

1. Double-click the .chm file.
2. In the Open File-Security Warning dialog box, click to clear the
Always ask before opening this file
 check box.
3. Click Open.

next:
1. Right-click the CHM file, and then click Properties.
2. Click Unblock.
3. Double-click the .chm file to open the file.

 
next:
you'll need to create a .reg file to make a registry entry.  you then
double-click (or press enter) on the .reg file for windows to process
it; it will ask you if that's what you want, and you answer "yes".  Here
are the instructions:
 
Paste the following text in a text editor such as Notepad. Then, save
the file by
using the .reg file name extension. This .reg file lets all content in
the Intranet
zone host the HTML Help ActiveX control.

 
REGEDIT4
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp]
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\HTMLHelp\1.x\HHRestrictions]
"MaxAllowedZone"=dword:00000001

place the 3 lines above into a file named "fix.reg", save it, then from
windows explorer press enter on the file name.  answer "yes" when
regedit asks you if you want to apply this file.  make sure that one
long line didn't get a line break in the middle of it.
