I think you mean a thumb drive instead of a "pc card", is that right?
I haven't seen this particular conflict, but a lot of things cause the loss of speech with window eyes version 7.01, and we're all hoping that the release of 7.1 will solve this. until then, can you get speech restarted by pressing windows key plus d to go to the desktop, then control-alt W hotkey for restarting window eyes?
