This is more by way of a guess than a firm answer, but I believe that's
a windows setting, not an office setting.  the only way I know of being
able to change it is in the list of advanced properties you can get to
via the internet explorer options, and going to the advanced tab.

I'm pretty sure the various "tweaking" utilities usually have this as a
choice as well, so if you're running xp, checkout "tweak xp" to see if
it does it for you easier.
